– Over medium high heat, add the olive oil. Once the oil is hot add the ground beef. Cook until browned. Drain the fat. – Next, saute the peppers. Add the onions. Cook until they're translucent.
– Add the tomato paste and fire roasted tomatoes. Cook stirring occasionally. Add minced garlic and cook until fragrant.
– Next add the ground beef back to the pot along with the pepperoni, unsalted butter, beef base, water, Italian seasoning, parsley, oregano, crushed red pepper, a bit of sugar, onion and garlic powder. Stir and let it come to a boil then simmer.
– Remove the lid and add the heavy whipping cream and the parmesan cheese. Add more parmesan if you like. Serve with shredded mozzarella or stir it into the bowl of soup.
