Make sure the tenderizer liquid coats all the beef steaks. Let the steaks sit at room temperature. Remove the steaks and with a paper towel, pat dry. In a small pot with 1/4 cup of boiling water over medium-high heat, add the broccoli. Cook until your desired tenderness.
Heat a nonstick skillet or a cast iron skillet over high heat. Once the skillet is very very hot add butter. Add the steaks. Do not overcrowd the skillet or the steaks may steam. Do not move or disturb the beef steaks.
In the same skillet, heat the remaining butter over medium-high heat. Once the butter has melted add the garlic and red crushed pepper. Cook. Add the heavy whipping cream and stir scraping up the bits from the pan. Add the beef steaks back into the skillet then add the broccoli. Serve immediately with mashed or baked potatoes.
